Disaster Damage Assessment, Reporting and Recovery

Local Elected municipal officials in Maine are responsible for submitting Damage Assessments for Public and Individual disaster damages following natural, man-made or technological disasters.  As a local Emergency Management Director, you are the locally appointed official who insures this process is completed.  In Maine, a special form has been made to collect this information.

You are encouraged to work with your elected and other appointed officials in your community to provide these damage assessments within 48 hours of request from the County Emergency Management Agency.  Interim damage assessments are acceptable when followed by supplemental or final reports.

Request for Public Assistance ~ Your municipality will complete and sign this form electronically in the PA Grants portal now. It is your initial and formal request for "Public Assistance" after a disaster declaration is signed.  "Public Assistance" refers to damages and costs incurred by municipalities, counties and eligible Private-Non-Profit organizations.  The request is normally completed at the "Applicants Briefing" which is held following the issuance of the formal Presidential Disaster Declaration.

Public Assistance Alternative Procedures~ In 2013 President Obama signed the "Sandy Recovery Improvement Act (SRIA 2013) which among other things authorizes alternative procedures for the Public Assistance (PA) program of the Stafford Act. The Pilot Program enacted under this new law has several goals including: reducing costs of providing PA, increasing flexibility in administration, expediting assistance and providing financial incentives for timely and cost effective project completion.  Get information on Alternative Procedures here: http://www.fema.gov/alternative-procedures .
